Not automatically. That distinction matters for crews under OSHA 1926.51(c), which sets toilet counts by crew size but does not itself require exterior sanitizer. For contexts where workers handle paints, coatings, herbicides or insecticides, OSHA 1926.51(f)(1) requires washing facilities, which is a step up from sanitizer gel. If your crew falls into that category, look at a handwashing station rental or portable sink rental instead, since 29 CFR 1910.141(d)(2) specifies soap and towels or a hand-drying device, and hand sanitizer does not satisfy that standard on its own.
