Not automatically. For contexts where workers handle paints, coatings, herbicides or insecticides, OSHA 1926.51(f)(1) requires washing facilities, which is a step up from sanitizer gel. If your crew falls into that category, look at a handwashing station rental or portable sink rental instead, since 29 CFR 1910.141(d)(2) specifies soap and towels or a hand-drying device, and hand sanitizer does not satisfy that standard on its own.
